How do I select who to vote for local Dem Party Chair? [View all]

"I am at an impasse.

Our current county chair is being challenged.

Current Chair
Cons:
He is wading into the primaries and semi-endorsing candidates. (He has his favorites and is fairly public about it)
He ran for mayor while he was party chair
He is an opportunist.
People spread rumors about him such as, "He has his favorite precinct chairs etc" or they say "such and such Precinct chair is one of his loyalist" etc.

Pros:
He runs the meetings well and knows the party by-laws
I've heard that prior to his tenure meetings became free-for-alls
He seems to control various factions at the meetings by not allowing certain people to monopolize a meeting.
Before he was on the scene, there was a huge embezzlement of $200,000.
During his tenure, the books are clean
The Budget and Finance Committee are front and center at each meeting.
He has time to devote to the job

Challenger:
Pros:
She wants to avoid wading into the primaries and any cronyism
Cons:
She has only attended one CEC Meeting
She is not a precinct chair
She became interested in politics in the past few months.
She has no history of activism
Does she have the experience?
Will she have the time to devote to the job?

Neutral:
She is a woman and people are pushing, "The time is now".
I am afraid that because of lack of experience, she may not run the meetings as well and they may devolve in "free for alls" once again.
I don't know if she will be able to devote the same amount of time to the job as the current chair.

Our current chair is far from perfect.
So many people are supporting his challenger because she is "not him".
Our local Invisible groups are supporting his opponent, but are the supporting him based on her qualifications or are the voting on her because she is "not him".

If he is so bad, why hasn't a more experienced candidate stepped up earlier?

I'm lost.

Thanks for reading my rant.

Any advice?
