I can't speak to the second issue. But as for Charters, I loathe them. I think they are a scourge on America's educational system and a scam that uses faux sympathy for the poor to justify their shittiness.
That being said, I had the same problem with Arne Duncan, Pres Obama's education secretary. Unfortunately public schools are also being thrown under the bus because of the Democratic parties insistence on keeping unions at arm's length except when they need donations.
