Remember, Trump knows nothing about complex political strategies and the three dimensional chess games that both parties play. McConnell knows the game and he knows such a move would backfire and blow up in his face.

He looks at the polls and he sees the numbers, he reads the news and sees Dems raising to win in red state, and he listens to the pundits talking about a big, beautiful blue wave that might sweep him out of power or severely hamper his ability to do anything in the Senate.

Under the current conditions, McConnell would be a fool to go full nuclear just to appease a know-nothing idiot like Trump. Once enacted, if the Dems regain the Senate, he will have handed them an unprecedented gift that would then allow Dems to pass everything without any Republicans.
