39. Because he knew Hillary stuff was bogus

A nothingburger but the trump stuff was real and treasonous. He figures he will let it out in the name of transparency because he knew what was coming trumps way. That way when they would have come down on Trump he can point at the Hillary thing and say see fbi doesnt play favorites. Trumps base would throw a fit if they arrested trump with Hillary president. That's why I think this was just a fumbled attempt to smooth things over for the inevitable future.
