8. It wasn't a superceding indictment on Manafort

The new info was part of the bail filing. My first thought was this came from Gates assuming he's in the process of becoming a cooperating witness and already did his "Queen for a Day" session. Mueller wouldn't have had time to confirm whatever Gates said, but since a potential cooperator must be truthful, Mueller must have felt the info was good enough to include as part of the bail filing.

I think Mueller wants to revoke bail entirely and have Manafort put in custody, i.e., jail, until his trial. That plus a superceding indictment might be what's needed to flip Manafort.
