45. Exactly...

So we arm all these teachers. There's an active shooter. problems:

1) Teachers shoot the wrong people. Inexperienced teachers whip out their Glocks... the adrenaline is pumping and they see a student come around the corner with something in their hand.... POP POP POP. Dead student. Remorseful teacher. But hey, the teach thought they were in genuine fear for their life, right?

2) SWAT comes in the building. They see a man with a gun in his hand. Maybe he's even shooting at someone. POP POP POP. Dead teacher. He was shooting at the shooter. Or maybe a student. Doesn;t matter.... the cops were in genuine fear of their lives.

The stupidity becomes obvious very quickly.
