9. Just looked Risch up.

... The Senate’s long-standing practice of selecting chairmen based on seniority dictates that Sen. James Risch (R-Idaho) will replace Sen. Bob Corker (R-Tenn.) when he retires in 2019. However, Risch has not been an active member of the Foreign Relations Committee, ...

It is believed that Risch is more interested in chairing the Senate Select Committee on Intelligence, arguably a more prestigious and powerful committee than Foreign Relations. Risch is in line to replace the current Intel chair Sen. Richard Burr (R-N.C.) when he retires in 2022."


So, just based on this one peek into Risch, one of the more useful senators to Russia, privy to intelligence briefings, etc.

Rep. Ed Royce is chairman of the Foreign Affairs Committee but is term limited in 2018 (a House rule).
"...and it is fairly common for termed-out Republican committee chairs to retire, Royce was known to be interested in leading the House Financial Services Committee."

Instead, Royce surprised everyone by announcing he wouldn't run for reelection. It was believed he would have had a tough tight to keep his seat, and of course now we know there is this.
