Hillary was never going to win as long as James Comey was FBI director. Had he not interfered in the final 11 days then he also would not have interfered back in July. In fact, he probably would never have gotten the FBI involved to begin with. In which case, Hillary would not have been the same Hillary she was by Election Day.
Under those circumstances, we would likely have taken back the House. And so the fake scandals, while loudly proclaimed, would not have been able to go as far.
When the GOP took back the Congress in 2018 (due to the gerrymander in the House, and the seats that are due up in the Senate) things would have changed. They probably would have impeached her a couple of times. So the real question is not what her presidency would look like now, but rather what it would look like a year and a half from now.
I'm not sure what would have happened in 2020 under those circumstances. There are too many variables. I just hope that the Democrats would have used their control of Congress in the first two years to pass legislation that would avoid a debt default or a government shutdown in the next two years.
