Security camera in strategic sites. Get ones with motion detection that turns on flood lights.

Keep a diary of everything. Do the Comey thing: send yourself an e-mail of every encounter so it is time-stamped. Print it out each time and save the e-mails in special file on your computer.

Photograph every beer can thrown over the fence and save it in a plastic bag with a date. Do not touch with your fingers. You want to preserve fingerprints and DNA. Date bag. Store photos with time stamps (and GPS coordinates if you used your cell phone) in the evidence file on your computer.

How well do you get along with your other neighbors? Do they have problems with this guy? I would not engage with the guy but I would try to make friends with others.
