16. arpaio was a contempt charge as well, that one he could pardon.

i think the difference is that arpaio's thing was over and done with, all in the past.
with a pardon it's over.

but in this case the contempt is ongoing, as long as he refuses to testify or turn over evidence.
a pardon might get him out of punishment for one day of contempt, but does nothing for the next day's contempt.
