That's the Hitchcock classic where the hero and the blonde who hates him wind up on the run from police while handcuffed at the wrists. I only saw it once, in a Belgian hotel while waiting for my wife to finish in the bathroom, and it was in French, but I knew what it was as soon as I saw that bit which is famous. Anyway that's what having an obnoxious neighbor is like. You can't escape from each other, and the best you can hope for doesn't often happen LOL, so you have to come to some accommodation to avoid being driven round the bend. Did you say that you shared a driveway right-of-way or was that someone else in the thread? That would make it even more horrible, but I still wouldn't rule out the possibility of it all blowing over at some point when he realizes that he's got better things to do than annoy his neighbors, if there's a way to gently help make that happen.

p.s. or ungently. Once I had a neighbor who decided he wanted to rent my house and got his dogs to bark incessantly to drive me out of it. I put up with it a couple of months because I liked the guy and didn't realize what he was up to. I finally left for a few days and when I got back I realized something was up so I had a chat and told him that if he didn't keep his dogs out of the front yard I'd report his illlegal chickens to the city and they'd come and kill them. They would have too as there was a bird virus going around and they were going after unlicensed chickens in a big way. Well, that was the end of the barking dogs.
