if he REALLY stayed neutral. But he's going around the country picking and choosing which primary candidates he's going to endorse and which he's not going to endorse. So withholding his endorsement of Feinstein is not staying neutral. He's making a statement against her by refusing to endorse her when he has no problem endorsing other candidates.
