If it becomes a pattern and this was novichuck also that will undoubtedly cause a change in tactics and protective posture of police, fire and EMS.

That can result in delays of getting care to people and less effective care. That can mean people in no way connected to anything Russia end up harmed or even dead due to responders being more cautious on every call.
