That is done, as you should know, outside the walls of Congress, and Biden is very well suited for that role, simply because he is not in office. Maybe Dean, too. A party leader also works better when they can concentrate on just doing that, instead of functioning as a congressperson.
Through your numerous posts about dumping her, none of your reasons add up. You say she is too old, you say she too well entrenched (experienced), and it is very clear that you are just throwing stuff out there to see if something will work. So your reasons boil down to replacing for simply the sake of replacing her.
So out with the truth - what's your story here?
