It would be more reasonable to suggest that the goals of the conservative movement in favor of Charter Schools replacing public schools are those you enumerate. Not all Charter Schools (or private schools, since that is all Charters are) reflect those goals, and in fact some are diametrically opposed to them. The same can be said of home schooling schemes: while many choose Home Schooling for the reasons you attribute, others choose it because they think the local public schools are inadequate to supply a modern, liberal education for their children. Imagine a well-educated, liberally-inclined couple stuck in a school district where the overwhelming majority wants to teach Young Earth Creationism and have Bible readings in every class. Where do they turn to rightly educate their children?
