His actions were the subject of an ethics investigation by the JD's Office of the Inspector General, which recommended McCabe be fired for cause. McCabe was powerful and has powerful friends, and they couldn't save the wreakage of his career, he had to resign, but almost saved his pension.
Note that McCabe was a rising star until he was caught out committing the shocking breach of ethics that ruined his career, so large as to be seditious. Comey also committed similarly seditious breaches of ethics that provided good excuse for Trump to fire him.
WHY did they take these highly public and potentially very self-injurious actions? If they got away with everything, as they clearly hoped, they still would have ruined their reputations among their peers and for the history books. Did they conspire with others? What ELSE did they do?
We may never know most. However, what little has been investigated isn't quite over yet. The OIG also investigated Comey's actions from 2016 and in January 2018 announced its report would finally be released in March or April. Btw, the OIG set aside a request to enlarge the Comey investigation to include Sessions and Flynn until the Mueller investigation was concluded...
Bottom line at this point, though, is that both Comey and McCabe attempted to use the power of the FBI to turn this nation over to the GOP and the big funders pulling its strings. Committed by the #1 and #2 people heading the FBI, this is betrayal of the highest order. Further, both absolutely knew that at the same time Russia was also working to the same purpose -- to get Democrats out of power and Republicans in.
