... the misfortune of seeing this cluster live. When it came on, I dove for the remote, but pulled a hammie and had to lie on the floor in both physical and auditory pain.

That said, in context, it seemed clear that he was claiming that NATO has made more $ since he began causing discord and confusion, and insisting that other countries pay their fair share. He’s basically saying he has improved NATO.
