Typically that is buildings and employees. Amazon can't avoid it, given it massive size now.

The odd thing is, if you don't have that Nexus, then you CANNOT collect taxes in that locality.

However I'm sure that Trump being President, could perform an executive order, forcing the Trump website to pay taxes in all 50.
