because Spitler is doing the job for them. He's useful to Putin where he is, as it's pretty guaranteed that things are only going to get worse. Hell, I fully expect before this is all over and done with, we will be on the verge of constitutional civil war with people taking the streets, some of them with high-powered weapons with expanded magazine capacities. He's as useful to them in office and kicking as he would be anywhere else. Besides, he still owes Putin for all those loans he's underwritten because no legitimate bank would lend him a thin dime, and raiding federal coffers is the only way he will have access to the loot to pay Pooty back.
