The dossier and most of the initial findings were held back until after the election. A large part of the process was being run from the NYC office that was stacked with Rudy stooges and committed to fighting HRC. Obama's belief and trust in the judicial process allowed them (NYC FBI) to betray our country.

The real Deep State is closely linked with the Vast RW Conspiracy that hated the Clintons for more than 20 years. They were/are even more self-righteous than Comey in their moral certainty.

The same impulse that Comey displayed in tut-tutting HRC after clearing her of criminality is in full display in his book and interview. While HRC's judgment with the mail server was bad, Comey sees Trump as the moral incompetent that he is.
