In 2000, Giuliani presumed he'd be the next senator elected from New York. Everyone hated him in NYC and he had term limits anyway. From the Senate, he would advance to the White House.

In his mind, Hillary stole what he imagined was rightfully his. She decided to run for Moynihan's seat, with his blessings.

Giuliani dropped out of the race, explaining prostate cancer. Truth is that he didn't want to lose the election to her.
