76. We just moved from South Carolina.

We had a 80 something year old husband and wife confide to us that they were fearful of their neighbor. He originally moved in with his mother, but they didn't get along and she moved out. He also had a issue with boundaries, he would cross the little street, where was a small duck pond and tell people where they could not stand.
Then he did a spooky thing. I didn't really understand it but my husband did. He took reflective tape and started to put it down on the yard. Different color by the driveway, another on on the yard to the mailbox.
So, what did we do? We called Secret Service, we sent them the photos. Secret Service has a little known area about threat assessment. We don't know what the did to the spooky neighbor, they did contact the 80 year old neighbor. The creepy guy ended up moving.
Document everything, if you feel he's a threat to you, or others then you call it in. It's a top level response, but sometimes that is all they understand.
