39. Schniederman is AG of the state of New York. SDNY is a federal district headed by a US Attorney.

People keep getting that mixed up. SDNY is a federal court district. Each federal court district has a US Attorney. Schniederman is the Attorney General of the State of New York.

Now there are reports that Mueller and Schniederman have been in consultation so that if federal charges are pardoned, Schniederman can bring state charges for those acts that are both federal and state offenses.

A side note: Related to this is a highly publicized effort underway to change NY law to allow a pardoned federal crime to be prosecuted in that state. Right now it is prohibited.

Edited to add: You are correct about the concept of an investigation handed over to a federal district by Mueller (in this case, the SDNY) possibly being brought back later to Mueller if the facts warrant.
