If they have the Russian who did it identified an indictment, if it’s been obtained, is probably under seal.

That way they can keep connecting the dots to others without tipping them off.

Odds are that they will never get access to that person anyway, so the indictment is not really about prosecution of them but more about having that in hand to then move on down the chain to people you can lay hands on, so to speak.
