What the heck? I don't care if he's honest or deserves expulsion - he still shouldn't be talked to like that.
And that's a huge jump you're making. You seem to think there's some likelihood that he deserves expulsion when there's nothing like that said anywhere, and what is said is that he did something incredibly common - goof off in a lunch line. That is so common that it happens in pretty much every line unless you keep the kids engaged somehow. Kids don't often do something so bad to require expulsion - especially kids that young - but kids that young routinely goof off while standing in lines. Why are you trying to turn this into something bigger than it appears to be?

No one gets expelled in grade school...most states have to provide full time teachers to tutor them
