A report is not a citation.
A report, albeit a simple short one, is required to be done at the end of every call for service. He was dispatched on a call, he made a report.

Then he wrote his report and documented the warning.
She did not get a citation. She got a warning. Claiming that the officer doing a report (that is done for every call like this) means it wasnt a warning is a flat out dishonest claim.
She got a warning. That warning was documented in a report. Claiming its anything more than that is dishonest and simply untrue.
