20. His maternal grandparents, perhaps? I think they took an apartment in DC...

after he and their daughter moved down there. I assume that they have been involved with caring for him. (I had the impression that they were close with him.) He doesn't seem to have gone on any of the foreign trips with his parents, so someone would have needed to be with him.
