I made this meme because I'm tired of reading people asking if he can or not.

Tired of this buffoon shouting he can, according to...

Tired reading, yes but the Constitution says...

It is not all to come up with an article of law.

It has to be put in context, crossed with other facts, and many other thing. This is what a lawyer does.

It is a bit simplified but in substance, the meme says how it works.
