He's not trying to help Democrats regain control of Congress. He's running for President again. Neither Bernie nor Our Revolution are helping in any way to elect people to the House of Representatives. The candidates they are endorsing in the primaries are losing. Where will Bernie and Our Revolution be after the primaries? Will they be endorsing and campaigning for the primary winners who are Democrats? The answer to that will be, I'm certain, no.
Bernie is free to make another attempt at the Presidency. He will not succeed, but he's free to try. But, he's not helping in the 2018 midterm election cycle at all.

Do you think that sanders will comply with ballot access laws and release tax returns

In Maryland and a couple of other blue states, he can not get onto ballot with release
