When you click on that link, it opens this *lengthy AP News report from yesterday with the analysis study of the proposal.

*The AP article also notes Carson's appearance at an event YESTERDAY in Detroit where he commented on the plan.
This is likely why the article with analysis was done yesterday, even though the Plan was announced in April by Carson/HUD.
