is my guess.

Back around the same time Trump asked for a huge budget cut to the CHIPS program that Repubs were reluctantly forced to fund a few months ago, but it was felt congress wouldn't dare do that until after November 6. That'd get the wrong attention for sure, especially coming on top of their atrocities toward immigrant children.
