15. Also, why wasn't this a problem until quite recently?

Democrats haven't been running anything in the federal government lately. Republicans are 100% in charge right now, and don't need even one Democratic vote to do anything the decide they want to do (though Senators Manchin and Heitkamp stand always at the ready to provide the vote that allows everyone to pretend that some bit of Republican derangement is "bipartisan" and Ghost David Broder smiles somewhere).
