3. My view is the people that current registration is trying to reach won't register online.

The physical effort to find them and sign them up must be exerted. The DNC seems to have arrived at that conclusion, hence funds for getting the type of citizen that I mentioned registered, there will also need to be an effort to get them to vote.

I live in Florida, a red-purple state. Republicans have tried everything to keep down the numbers of some types of potential voters. But Florida is also a state with lots of retirees that want convenience, so people can register at the DMV, and at libraries, and at the county registrars' offices. Florida also absentee voting and early voting from the 18th of October until the Friday before Election Day, and early voting is from 8am to 8pm all those days, so like you said, there is absolutely NO reason for a person to wait for Election Day, when anything can happen from weather events to equipment failures.
