59. Maybe better oversight by Congress ?

I hesitate to suggest Congress because of the lack of political will or the lack of doing what is right (vs. wrong). Congress is probably the source of a lot of the problems via ICE, being that they fund it, and the president (executive branch) then runs it.

So, both these orgs have blame. Someone else needs to oversight these guys since Congress and Exec. branch have proven they can't.
