4. Institutional memory is far more important than many seem to realize.

There have been recent threads here calling for strict term limits for judges or members of Congress, institutional memory be damned. Among the reasons the loss of long term employees at places like the EPA or the CDC is that pretty soon no one will be around to understand how things really work there, or what happened even several years ago, let alone several decades ago.

What Trump is accomplishing with all this chaos is not so much what he wants to accomplish, but by doing the only thing he knows how to do: create chaos. And let others clean up the mess.
