to protect the president from criminal matter while in office, as well, in the same article. He thinks it's just too disruptive for the president to have to deal with personal civil or criminal legal matters while in office.

His argument is that impeachment is the remedy for presidential misconduct which clearly it is. However, the founders surely did not anticipate the willful dereliction of duty by the co-equal branch of gov't - Congress - in holding the president accountable.
