is a "Cyber-War" considered "War"?

That is something that academics have been debating in earnest for some time. Most recently, there were a bunch of articles about it in 2013 - e.g., https://www.brookings.edu/opinions/is-cyber-war-around-the-corner-collective-cyber-defense-in-the-near-future/

And then more last year, e.g., - https://fas.org/blogs/secrecy/2017/05/cyberwar-war/

That is why the call by Jeh Johnson, back in 2016, to declare the U.S. election system, "critical infrastructure", and included his official statement designating it as such, a few weeks before the Obama administration came to a close.
