Though they make news, mass random shootings are not very common. But toting guns in public for whatever reason is fairly common. So it's probably the former.

I remember when Blues Traveler frontman John Popper was pulled over with an arsenal in his car. I don't think anybody argued that he was on his way to commit a massacre. He was just driving around with tons of guns in his car for reasons I'm not clear on, but probably don't have anything to do with murdering random people in cold blood.
