GHW Bush's program was sold as inspirational, give-back-to-community program, when in effect, it was just "Volunteer so that we can get people to do for nothing the things we've been paying social workers, public health nurses, park maintenance crews, etc., to do." It was all a big scam to pay for another goddamn tax cut for the richest Americans. The same goes for using prison labor to do things like pick up roadside trash. Anything to get people to work for free.
