Thats a very common PR tactic. The house was set for 2500, and 1400 showed up.
Many clubs that are concert venues use a stage that they move forward based on tix sales, so the place is always "packed" no matter how few are sold.
Without the moving stage, removal of chairs is the other way to create the illusion of a "packed house."

That's a silly point to make. He stayed in the race, then conceded and endorsed Clinton.
