6. Which would serve to discourage people from calling the police if there is an actual need

I've had the cops called on me for standing outside an apartment building. I had to spend 20 minutes convincing them that I wasn't a drug dealer. I probably wouldn't call the cops if I saw somebody standing in my building entry way in the rain, but I'm a big guy and have more leeway on that front. But I can also see somebody else not being comfortable with a random person lurking in their entryway at night. Being a big guy, I wouldn't do that because I'm aware it would could make others uncomfortable. They don't know I'm not a criminal. Likewise in the past I've needed directions at night. I always make sure to only ask when I'm in a lighted area and keep my hands visible and movements slow, particularly if I'm approaching a woman. Again, I'm not a rapist, but I understand too many others are. So I take extra precautions to not present a threat.

Why not stand in either a truly public place's entryway or a tree or a bus stop, etc?
