The recent spate of apparently racially-motivated 911 calls is probably the only reason that this incident is being reported at all. I have no idea if this particular instance was racially motivated or not, but on the surface it looks similar to the many recent instances where people called the cops on people of color.
The ethnic identities of Latino people vary by the individual. Latino individuals may also identify as black.
