I mean, you could do it by banning men, and thus make it all female.

I have no idea why you think that it would eventually be majority female since females make up the majority of the population.

That's to a certain extent like saying "I predict that future NBA players will be much closer to 6 feet tall, since that's more representative of the population as a whole".
