is to be able to be consulted by their successors about matters which pre-date the new person's tenure. Coats just might have an opinion about whether or not the current CIA director would reasonably need to consult with Brennan from time to time.

Trump is not just behaving in a petty, vindictive manner, he's doing it without any regard to it's impact on national security. [maybe the impact is tiny, maybe it is huge, but the point is that Trump isn't considering the question at all]
