The goal in LA, was to REMOVE as many poor black people as possible, and scatter them to the winds..then bulldoze (or neglect-into-ruin) their left-behinds, so they could never return..

If you were poor and got a one way ticket to Montana, there would NEVER be a way to ever get back and fix up a wrecked house that had no insurance..(long-paid off/low value) houses are often uninsured when poor people live in them. Without a mortgage holder insisting on insurance, it often is skipped..
