He plans like a two year old plans, moment to moment. His morality is based on, "does it make me feel good now" which will be his downfall. I have no doubt he has been bribing people his whole life to avoid going to jail. It wouldn't surprise me to learn Giuliani was the recipient of a "gift" while he was mayor of New York.
