Article I, section 5 of the Constitution requires that a quorum (51 senators) be present for the Senate to conduct business. Often, fewer than 51 senators are present on the floor, but the Senate presumes a quorum unless a roll call vote or quorum call suggests otherwise.

Jun 8, 2017 - The Senate usually requires that the request for a roll-call vote must be supported by at least one-fifth of the smallest possible quorum. Consequently, at least 11 Senators—one-fifth of the minimum quorum of 51 Senators—must raise their hands to support a request for a roll-call vote.


Is there any way Dems can work with this to prevent enough there to continue?
