Tabloids (and magazines) are a no-risk revenue source, since the store only pays for copies sold. And major retailers often receive a quarterly payment for the valuable space at the checkstand from the publisher or distributor, making the whole thing even more financially attractive.

And honestly, since virtually every grocery sells them, a boycott would be pretty much impossible for people who want to buy food.
