If he was to issue a damning report or a damning report leaked Trump could test his Charlottesviille and Roy Moore lows. I also believe his descent can be as unique as his ascent. He might never get the credit for "good times" other presidents did and thus his re-election might be a dicier position than other presidents running for re-election in similar environments.
