around here it meant a caucasian person who revels in ignorance and stupidity. It is based on demonstrated moral character or what was expected based on one's family history. More precisely, the lack of moral character. Thus, simply being poor had little to do with it. It was used to describe both poor and those of means. Poor people could be considered good, honest folks, so the moniker did not apply. My grandparents thought it most definitely applied to the likes Hank Williams Sr. It's a pejorative that's sometimes misunderstood outside the south, so I won't type it outright, but the first word is a color.
